This suit grew out of a factional controversy between two groups of the Democratic Executive Committee of Bienville Parish. The primary objective of each group was to organize and politically control the Committee. Prior to the passage of Act 46 of 1940, the Committee consisted of twelve members, one each from the seven wards and five at large, but under the provisions of said Act the membership was increased to fifteen.
