Willie Williams (“Williams”) filed this 42 U.S.C. § 1983 (“Section 1983”) class action some nine years ago against a number of Illinois prison administrators, charging them with constitutional violations arising out of living conditions and institutional programs provided to inmates in protective custody at Stateville Correctional Center (“Stateville”).
