GILBERT, Chief Judge.
This matter is before the Court on the plaintiffs’ motion for class certification. Doc. no. 168. The plaintiffs submitted a memorandum in support of their motion (doc. no. 169), and the defendants submitted a response (doc. no. 177). A hearing on the issue was held June 16, 1999, at which time the *486Court heard oral argument in support of and in opposition to the plaintiffs’ motion for class certification.
