OPINION

DAVID PURYEAR, Justice.

Appellants City of San Angelo Fire Department and Kelly Hood 1 are defending a lawsuit brought by Sheila Hudson alleging personal injury and property damage caused by the operation or use of a motor vehicle by a governmental entity or employee under the Texas Tort Claims Act. See Tex. Civ. Prac. & Rem.Code Ann. §§ 101.001-.109 (West 2005). Appellants assert that, because the City and Hood enjoyed sovereign immunity and official immunity, the trial court erred in denying their motions for summary judgment.
