OPINION OF THE COURT

ROSENWASSER, Chief Judge:

The CGC GLACIER arrived in the port of Callao, Peru, on Operation Deep Freeze 76 on 21 March 1976 for a three-day stay-over. Fireman Apprentice Wiles, the accused herein, was among the ship’s personnel given liberty on 22 March. As a result of his activities on that date, aboard ship and ashore, Wiles was tried and convicted by the instant general court-martial on two drug-related charges.
