Plaintiffs brought this class action and successfully challenged regulations adopted by *1035the Secretary of Health and Human Services governing eligibility for two disability benefit programs under the Social Security Act (“Act”). Subsequently, the district court granted plaintiffs’ application for costs and attorneys fees under the Equal Access to Justice Act, 28 U.S.C. § 2412 (“EAJA”). 793 F.Supp. 812.
