A commissioner of respondent Equal Employment Opportunity Commission (EEOC) filed a charge with EEOC against the petitioners, Local 104, Sheet Metal Workers’ International Association, AFL-CIO (Local 104), and the San Francisco Sheet Metal Joint Apprenticeship Committee.
