Appellant, plaintiff in the District Court, filed a complaint against the Commissioner of Patents of the United States under the Freedom of Information Act, 5 U.S.C. § 552.1 After partial*610ly granting the relief sought, 321 F. Supp. 628, the court in terms dismissed the complaint. Appellant sought an injunction prohibiting the Commissioner from refusing to produce as requested “all unpublished manuscript decisions of the Patent Office, together with such in-dices as are available,”2 and also to require the Commissioner to “maintain and make available for public…
