Plaintiffs-appellants Michael and Kathleen Ruotolo, husband and wife, (“the Ruotolos”) appeal from a summary judgment entered in the United States District Court for the District of Connecticut (Nevas, J.) in favor of-defendant-appellee Department of Justice, Tax Division. The judgment was rendered in an action brought by the Ruotolos under-the provisions of the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552, to gain access to certain records of the Tax Division.
