Veteran Robert J. May, the pro se appellant, seeks review of an April 26, 2004, decision of the Board of Veterans’ Appeals (Board or BVA) that denied a claim of clear and unmistakable error (CUE) in a March 7, 2003, Board decision that, inter alia, had denied Department of Veterans Affairs (VA) service connection for a back disability, and had denied a rating higher than 10% for his service-connected sciatic nerve condition.
