CLAY, Circuit Judge.

Windy Watkins, a federal prisoner serving a sentence of 185-months’ imprisonment for possession of a firearm by a convicted felon, moves this Court for authorization to file a second or successive habeas petition under 28 U.S.C. § 2255.
