Aliens seeking judicial review of immigration decisions routinely file motions to stay removal pending appeal, and it is well-established that this court has jurisdiction to grant such stays. See, e.g., Sofinet v. INS, 188 F.3d 703 (7th Cir.1999) (Sofinet I). Less commonly, aliens also move to stay voluntary departure orders.
