The defendants Connecticut Resources Recovery Authority, Southeastern Connecticut Regional Resources Recovery Authority1 and American Ref-Fuel Company (the defendants)2 filed applications with the defendant Connecticut department of environmental protection (DEP) for three permits necessary to construct a proposed resources recovery *823facility3 (the facility) in the plaintiff town of Preston.
