Certain residents of the city of Virginia and of territory adjacent thereto, acting under the provisions of chapter 137, p. 148, Laws 1909 (G. S. 1913, §§ 1651 — 1663), petitioned the county board of St. Louis county to call an election to vote upon the question of annexation of such adj acent territory to the city.
