Charles S., a minor, petitions for a writ of mandate or prohibition to compel respondent court to order that he be placed on informal pro*744bation under Welfare and Institutions Code section 654.1 The question presented is whether the court and a probation officer abused their discretion in refusing informal probation on the ground that Charles S. and his family were unable to make restitution to the victim of a theft.
