This concerns a petition for approval of the expense of transporting a handicapped child for special educational services under section 232 of the Family Court Act. The Commissioner of Education was not placed on notice of the proceeding for the reason that the State Education Department had issued its preapproval of the petition. Nor was the Attorney-General notified as that office has advised that it has no intention of appearing in section 232 proceedings unless specifically requested concerning constitutional issues.
