ORDER AND MEMORANDUM OPINION ON MOTION FOR SUMMARY JUDGMENT

This is an action under the Individuals with Disabilities Education Improvement Act (hereinafter “IDEA”) for attorneys’ fees and costs incurred during administrative proceedings in which plaintiffs were the prevailing party. 1 This matter was reassigned to this court from Judge Walton on September 1, 2011.
