This appeal involves consolidated challenges to attorneys’ fee awards granted under 42 U.S.C. § 1988 (1988 & Supp. V 1993) in favor of prevailing parties (collectively “plaintiffs”) in three civil rights eases against the District of Columbia (“District”).
