This matter is before the court on the cross-motions lor summary judgment of plaintiff United States (“plaintiff’ or “the Government”), on behalf of the United States Customs and Border Protection Agency (“Customs”), and defendant American Home Assurance Company (“defendant” or “AHAC”).
