This is an appeal from a judgment for the defendant city of Glendale in a quo warranto proceeding which questions the validity of the annexation to the city of certain outlying districts under the Annexation Act of 1913.
For the purpose of the appeal the parties have stipulated to the facts, from which it appears that on October 18, 1951, the council of the city adopted a resolution declaring its intention to call special elections in each of three districts to *733determine whether they should be incorporated within the boundaries of the city; that on November 10, 1951, the council duly adopted…
