This is the second time this case has been before us. See Hughes v. Consol-Pennsylvania Coal Co., 945 F.2d 594, 617-18 (3d Cir. 1991), cert. denied, — U.S. -, 112 S.Ct. 2300, 119 L.Ed.2d 224 (1992). Plaintiffs were owners of rural land in southwestern Pennsylvania which they sold for the construction of a railroad to service a major new coal mining operation.
