The Twin Falls City Council (City Council) affirmed the decision of the Twin Falls City Zoning Administrator (Administrator) to allow a community work center to be operated by the Idaho Department of Corrections (Department) in an area zoned “Ml, Light Manufacturing District.” The appellants (Cunningham) are people who live and own property near the site of the Center and oppose its operation.
