These cases involve an important constitutional question. It is not necessary to enlarge upon such common-place propositions as that the constitution is the organic law of the commonwealth ; that it is framed by the people in order to establish a form of government for themselves, and define the limits within which its powers must be exercised; and that it is the duty of the courts to uphold its provisions, and to interpret them in such manner as to give them the effect that their framers evidently designed.
