These cases arise under the act of May 6, 1887, and depend on the constitutionality of its provisions. It is entitled “ An act relating to the opening and widening, and assessment and payment of damages and benefits for the opening, widening, and change of grade of streets in cities of the first class, and regulating proceedings therein,” and it provides a system applicable only to the city of Philadelphia.
