One of the questions involved in this contention is whether, under the provisions of the act of May 24, 1887, entitled “An act dividing cities of this state into seven classes,” etc., the time has arrived for the contemplated change, in the city of Wilkes-Barre, from a single council to one consisting of two separate branches.
