In 1993 Williams Natural Gas Company,1 a natural gas pipeline company within the jurisdiction of the Federal Energy Regulatory Commission, filed for a general rate increase under § 4 of the Natural Gas Act, 15 U.S.C. § 717c. The proceeding closed in 1999 with the Commission’s third rehearing order. Williams Natural Gas Co., 86 FERC ¶ 61,323 (1999) (“Third Rehearing”).
