This matter came before the undersigned United States Magistrate Judge pursuant to the consent of the parties, as authorized by Title 28 U.S.C. § 636(c), upon the Motion of the Mille Lacs Tribal Police Department, Mille Lacs Band of Chippewa Indians, and Marc R.
