LEVINSON, Judge.
Petitioner (United States Cold Storage) appeals the denial of its petition challenging an annexation by respondent City of Lumberton ("the city"). We affirm.
Petitioner is a New Jersey corporation that does business in Robeson County, North Carolina, where it owns 132 acres. On 21 October 1998 the city passed a Resolution of Intent to involuntarily annex approximately 255 acres, including all of petitioner's 132 acre tract.
