OPINION

WANDA McKEE FOWLER, Justice.

Appellee Gabriel Vela was injured while sitting in a City of Kemah police officer’s patrol car when a truck ran into another patrol car that was parked behind Vela, pushing it into the patrol car Vela was in. Vela sued the City of Kemah and the truck driver for negligence. Appellant, the City of Kemah, appeals the trial court’s denial of its plea to the jurisdiction, contending Vela failed to establish a waiver of the City’s sovereign immunity. We hold sovereign immunity was not waived in this case because the facts show that Vela’s injuries were not caused…
