The plaintiff-appellee, Joint Legislative Committee, created by Senate Concurrent Resolution No. 31, as amended by Senate Concurrent. Resolution No. 76, instituted summary proceedings against defendant-appellant, James R. Strain, for contempt of the Committee and Legislature in failing to respond to subpoenas issued to the defendant-appellant.
