McLAUGHLIN, Circuit Judge:

David Kwong, allegedly a James Bond “wannabe,” was charged with an attempt to murder Assistant United States Attorney Catherine Palmer, in violation of 18 U.S.C. § 1114, by sending her a booby-trapped briefcase. After a jury trial in the Eastern District of New York (I. Leo Glasser, Judge), Kwong was convicted and sentenced. We reversed on appeal, finding that the district court had improperly instructed the jury regarding proof of specific intent to kill. United States v.
