OVERVIEW
Appellant Michael Ostlund appeals an adverse ruling in his civil rights action. He asserts that the City of Santa Ana, California and its officials, Robert Bobb and Edward Cooper, violated his constitutional right to due process by not providing him with a hearing regarding the City’s denial of his claim for disability retirement benefits. The district court dismissed the action after conducting a pretrial conference.
