Certiorari to review an order of the board of tax appeals affirming a decision of the commissioner of taxation.

The facts bearing on the decision were all stipulated or undisputed. They may be thus stated: On April 14=, 1986, relator’s husband insured his life in the Northwestern Mutual Life Insurance Company of Milwaukee, Wisconsin, for $50,000. In the policy relator ivas named the beneficiary. The insured retained the right to change the beneficiary and to surrender the policy for its .cash surrender value.
