MEMORANDUM OPINION

BAILEY, Presiding Judge:

The State of Oklahoma, ex rel. Board of Trustees of the Teachers’ Retirement System (Board, OTRS or collectively Appellant) seeks review of an order of the Trial Court setting aside Appellant’s decision denying Josephine Garrett (Garrett) certain retirement benefits.
