Plaintiff appeals as of right from an order of the circuit court dismissing plaintiff’s appeal to that court from the Michigan Civil Rights Commission’s refusal to issue a charge against defendant.

On April 28, 1980, plaintiff filed a complaint with the Michigan Department of Civil Rights, alleging that defendant had unlawfully discriminated against him on the basis of his age. On October 17, 1980, the Civil Rights Commission (CRC) "found insufficient evidence on which to issue a charge” and issued an order of dismissal.
