Introduction

The plaintiff, International Association of Firefighters, Local 3188 (“Local 3188”), brought this action seeking a preliminary injunction against the Town of Lakeville (“Lakeville”) requiring Lakeville to implement an interest arbitration award which was granted after negotiations through the Joint Labor-Management Committee (“JLMC”) process.
