MEMORANDUM
BLAKE, District Judge.
Now pending is the plaintiffs’ motion to remand this ease to the Circuit Court for Baltimore City. This matter has been fully briefed, and no hearing is necessary. See Local Rule 105.6. For the reasons that follow, the plaintiffs’ motion to remand will be granted.
