The board of aldermen of Jersey City, a city of the first class, passed a resolution May 7th, 1901, to the effect “That the licenses for keeping of inns and taverns and the sale of liquors, to be issued by this board on the first day of July, nineteen hundred and one, shall be issued for the period of one year from that date, and shall be *595issued only upon the payment of the full amount of one year’s license fee for each license issued.” McArdle, a resident and taxpayer of Jersey City, sued out a certiorari to set aside this…
