Opinion by Judge ROY.. Plaintiffs, Aaron L. Robertson and Spencer A. Cowen, appeal from a judgment validating certain regulations of defendant, Westminster Mall Company (Westminster), that operated to limit plaintiffs' "witnessing" activities at the Westminster Mall (Mall). Westminster eross-appeals that portion of the order invalidating other regulations. We affirm in part, reverse in part, and vacate in part.
