In Shanghai Eswell Enterprise Co., Ltd. v. United States, 31 CIT _, Slip Op. 07-138 (Sept. 13, 2007) (not reported in the Federal Supplement) (“Shanghai Eswell F), this court sustained, in part, and remanded the final results of the United States Department of Commerce’s (“Commerce” or the “Department”) second ad ministrative review of the antidumping duty order on imports of honey from the People’s Republic of China (“PRC”) for the period December 1, 2002, to November 30, 2003 (“POR”).
