Appellant Blue Cross and Blue Shield of North Carolina (“BCBS”) appeals orders of the North Carolina Industrial Commission (“Industrial Commission”) wherein it approved a compromise settlement agreement between April Hansen (“plaintiff’) her employer, Crystal Ford-Mercury, Inc. (“employer”), and its workers’ compensation carrier, Pennsylvania National Insurance Company (“carrier”), without addressing whether or not plaintiff’s injury was compensable under the North Carolina Workers’ Compensation Act (“Act”).
