DOOLIN, Justice.

This action involves the attempted annexation of the GREAT SALT PLAINS WILDLIFE REFUGE (Refuge) by the Jet-Nash School District 1-4. The Refuge is surrounded by three school districts in Alfalfa County, namely Cherokee School District 1-46, Burlington School District I — 1, and the Jet-Nash School District. Prior to September 9,1986, the Refuge was not formally declared to be in any school district within Alfalfa County.
