The plaintiff, Town of Foxboro (“Foxboro”) filed this complaint pursuant to G.L.c. 30A, 514, seeking review of a decision by the Contributory Retirement Appeal Board (“CRAB") granting Arthur Folsom (“Folsom”) accidental disability under G.L.c. 32, the public retirement law.
