John C. Norris has filed a special application for counsel fees and costs expended in his successful challenge of two decisions of the Board of Finance and Revenue (Board).1 The Board had refused to abate penalties assessed against him by the Department of Revenue (Department) because Norris, as the Recorder of Deeds for York County, had failed to transmit certain transfer and writ taxes to the Department.
