Presently before the Court is a Motion to Dismiss Plaintiff Dr. Thomas Winter’s Complaint filed by Defendants The Pennsylvania State University (“Penn State”) and eleven (11) Penn State employees in their official and individual capacities (collectively “Defendants”). (Doc. 5.)
