TONE, Circuit Judge.

Section 14 of the Commodity Futures Trading Commission Act of 1974, 88 Stat. 1389, 1393 (1974), 7 U.S.C. § 18, confers on the Commission the authority to adjudicate reparations claims brought by members of the public against registered commodities brokers and certain other registered persons. Upon finding a violation of the Commodity Exchange Act, 7 U.S.C. § 1, et seq., the Commission may make an award of damages enforceable in a federal district court, where it is to be considered final and conclusive, 7 U.S.C. § 18(f).
