Plaintiff, Calabrian Corporation (“Calab-rian”), contests the negative preliminary injury determination issued by the United States International Trade Commission (“Commission”) in Certain Sodium Sulfur Chemical Compounds from the Federal Republic of Germany, the People’s Republic of China, Turkey and the United Kingdom, USITC Pub. 2307, Inv. Nos. 701-TA-303, 731-TA-465-468 (Prelim.) (Aug. 1990) (“Determination”) with respect to imports of sodium metabisulfite.
