BARKETT, Circuit Judge:
Samco Global Arms, Inc. (“Sam-co”), a Florida-based arms dealer, appeals the dismissal without prejudice of its complaint for breach of contract against Carlos Arita, in his official capacity as the Procurador General of Honduras, 1 the Procuraduría General of Honduras, an agency or instrumentality of the Republic of Honduras, and the Republic of Honduras (collectively “Honduras”). 2 The district court found that the defendants were immune from suit under the Foreign Sovereign Immunities Act of 1976 (“FSIA”), 28 U.S.C. § 1602 et seq., and that the case was also barred…
