I. INTRODUCTION

This matter comes on before the court on an appeal by Morton International, Inc. (“Morton”) from the district court’s order entered on March 30, 1999, dismissing Morton’s contribution claim against Red-land Minerals, Ltd. (“RML”) for want of personal jurisdiction. The contribution action succeeded a state court proceeding in which the court found Morton and various other entities jointly and severally liable for mercury contamination in the area of Berry’s Creek in Bergen County, New Jersey.
