Before the court is the latest phase in the litigation arising out of plaintiff Jayrie Rivera-Concepeión’s (“Jayrie”) expulsion from the Córdova and Fernós Congressional Internship Program (“Program”) in January 2007 after apparently undergoing a manic episode of bipolar disorder.
